Need some help with ercup flowers?

We live in Tennessee and we have a lot of (yellow) ercup flowers that grow wild on our property. When is the right time of the year to dig them up and replant?? While their blooming? After the bloom has gone? After the flower starts to wilt? I have heard so many stories that I don't know what to believe. Also We have a few ercups in our yard that never bloom, is there anything i can put on them or add to the soil to make them bloom? I have searched the web and I cant seem to find ANY information on this. Serious answers only PLEASE. If you don't have an answers please don't respond. Thanks!!
